He was a Baptist minister.

Reverend William Webber began the Dover Baptist Church as the Dover Meeting House in the autumn of 1773, with a membership of 45. Reverend Webber served the church until February 29, 1809, upon his death. As late as 1769 this William was Anglican. At age 16 William left his father's house and was apprenticed to a house-joiner, At age 23, after hearing some Baptist preachers he was baptised by Elder Waller and was ordained shortly afterward.

From Virginia Historical Magazine V. 11: " Joseph Antony and William Webber
being brought into court on a warrant issued against then for misbehavior by itinerant preaching in this county, being of the sect of dissenters from the Church of England, commonly called Anabaptists, and on hearing they acknowledged that they had preached in the upper end of this county at a meeting of sundry people there. Whereupon it is ordered that the said Joseph and William be committed until they enter into recognizance touching the premises themselves in penalty of one hundred pounds and two sureties in penalty of fifty pounds each of their respective goods, &c., to be levied, &c., for their being of good behavior for the space of one year ensueing. N. B. The said Joseph and William offered to take the oaths to his Majesty's person and government and subscribe the test and to be conformable as the law commonly called the Toleration Act requires, but the Court are of the opinion that their doing so in this Court will not authorise them to preach as the said act directs. January Court 1771"

From Webster College Dictionary: "Anabaptist. One of a party arising in 1523 in Zurich among the followers of Zwingli which rejected infant baptism, held the church to be composed of true Christians baptised on confession of faith,and advocated separation of church and state."

Goochland County Records Page 1904: Matthew Woodson and Elizabeth, his wife - Goochland County to Wm. Webber of same county 141 acres in Goochland County on waters of Broad Branch of Tuckahoe creek October 14, 1779 recorded October 18, 1779.
Goochland County Records Pages 1860, 1861, 1862 Will of Matthew Woodson of Goochland County, Virginia, wife Elizabeth Woodson, and in the body of the will mentioned friend Wm. Webber, minister of the Gospel L50 to said Webber.
Page 1862 mentions friend, Elder William Webber. He was also witness to the will of Elizabeth Woodson.
William Webber one of the appraisers of the estate of Col. John Woodson, deceased 1790 Goochland County, Virginia March 11.

Obituary for William Webber published in the Argus, dated April 5, 1808: "Elder William Webber, of the county of Goochland, departed this life the first day of last month, in the 61st year of his age. He was pastor of the Dover Baptist Church of Christ for upwards of thirty years. His zest for the cause of God, his unwearied diligence in the ministry, and his success in the dispensation of the Gospel has rendered his memory dear to the church of God."
